Background of the Study
Non-governmental organizations (NGOs) play a critical role in improving healthcare access, particularly in underserved communities where government resources may be limited. In Nigeria, maternal health remains a major public health challenge, with high maternal mortality rates linked to financial constraints, inadequate healthcare services, and low health insurance coverage (WHO, 2024). NGOs have stepped in to bridge these gaps by providing maternal healthcare support, promoting health insurance coverage, and advocating for better healthcare financing policies.
In Kebbi State, where maternal health indicators remain poor, NGOs have implemented various programs aimed at improving maternal healthcare access. These initiatives include subsidized maternal health insurance schemes, community-based health education, and financial assistance for maternal health services. Despite these efforts, many women still lack health insurance coverage, exposing them to financial hardship and inadequate healthcare (UNFPA, 2024).
This study seeks to evaluate the role of NGOs in improving maternal health insurance coverage in Kebbi State, assessing the effectiveness of their interventions and identifying challenges that hinder their impact.
Statement of the Problem
Maternal health insurance coverage in Kebbi State remains low, despite efforts by the government and NGOs to improve access. Many pregnant women still pay out-of-pocket for healthcare services, which discourages them from seeking timely medical care. According to recent studies, financial constraints, lack of awareness, and cultural beliefs contribute to low health insurance uptake among women in Kebbi State (UNICEF, 2024).
NGOs have introduced several maternal health programs, including subsidized health insurance, community health outreach, and advocacy for improved healthcare policies. However, the effectiveness of these interventions in expanding maternal health insurance coverage has not been extensively evaluated. If NGOs are to play a more impactful role in addressing maternal health insurance gaps, a critical assessment of their efforts and challenges is necessary.

To assess the contribution of NGOs in improving maternal health insurance coverage in Kebbi State.
To identify challenges limiting the effectiveness of NGO-led maternal health insurance programs.
To recommend strategies for strengthening NGO interventions in maternal health insurance coverage.

Scope and Limitations of the Study
The study will focus on NGO-led maternal health insurance programs in Kebbi State, evaluating their impact and challenges. It will include perspectives from NGO representatives, healthcare professionals, and insured and uninsured pregnant women. Limitations may include limited access to NGO financial reports and variations in program effectiveness across different communities.
